At a holiday camp, a strong chlorine release occurred inside the swimming pool utility room. In escaping via the pipe ducts, gaseous emanations engulfed the lavatories located 25 m from the utility room harming a young girl. Hospitalised with serious burns to her lungs despite the rapid emergency response, the child unfortunately succumbed 5 days later. Some 10 other campers fell ill. An employee responsible for facility maintenance had inadvertently poured 56% strength ‘stabilised chlorine shock’ with dehydrated sodium dichloroisocyanurate into a can of ‘dry chlorine’ granules containing 68% active chlorine, 65% of which in the form of calcium hypochlorite. Several specialists could not explain the simultaneous presence of these products, both of which were disinfectants with known incompatibility. In the days following this accident, the Consumer Safety Commission (CSC) warned individuals about the risks involved when using chlorine-based pool sterilisation agents, in recalling that such products needed to be stored in their closed original packaging within a dry room, removed from all heat sources, ventilated, not exposed to flooding, and out of children’s reach. In addition, these substances required careful placement so as to avoid confusion and undesirable mixes, since the reaction of a chlorinated agent with other products, even diluted, could cause an explosion. The CSC issued an order never to transfer such substances into another vessel and never reuse empty packaging. The Commission also stated the need to avoid any contact with the skin and eyes, any product inhalation, and moreover recommended wearing gloves and glasses. According to the Sanitary and Social Affairs office, the facility had already been served a summons in June 2003 subsequent to several infractions of current rules. The supplier had not issued any advisory relative to chemical product mixes. The Draguignan Court initiated legal action for involuntary manslaughter. Remedial works were carried out, with in particular room ventilation improvement by installing 2 powerful extractors.
