Fire broke out inside a cell at a Class 2 storage centre. Site personnel and local residents notified the fire department. Arriving 15 min later, the centre’s director assisted personnel in coordinating the response with 3 power shovels and 2 tractor-dumper assemblies. Fire-fighters controlled the blaze and left the site around 9 am. 1,000 m³ of earth were needed to extinguish the fire, which had engulfed 1,500 m². The site remained under close watch. At about 7 the next morning, the watchman noticed smoke and once again alerted the facility director, who oversaw another response, this time involving 2 power shovels and 2 tractor-dumper units. This outbreak was put out by 9 am; 3 biogas collection wells were filled and covered in order to avoid air intake into the waste pile. This second fire had spread over 300 m² and this time required 300 m³ of earth to halt all combustion and protect a 5-m wide strip around the targeted zone. Smoke from the fire wafted towards a residential zone over a 5-km distance. The fence on the south side of the storage cell was forcibly damaged to allow ingress. A malicious act, consisting of covering the copper cables in the cell, had caused the outbreak, with the arsonists having ignited the copper wire insulation ducts. A sizeable stock of copper wire was in fact found by the personnel who first discovered the fire scene. After this incident, a subcontractor was hired to repair the fence as quickly as possible, and the site was placed under surveillance until the end of July during an initial phase. The storage company’s technical experts were asked to detect the potential presence of hot zones or ongoing combustion. An action plan to guarantee facility safety had to be drawn up. Despite the absence of a written response protocol in the event of fire, site staff under the director’s supervision performed efficiently. It was decided to draft a response plan as soon as possible. A supplemental Prefectural edict ordered the operator to evaluate the impacts of this fire on facility operations. The 3 degassing wells were scheduled for boring upon completion of operations as part of a site overhaul.
