At a petrol station, two workers are installing a fibreglass-based liner in an underground fuel tank, to bring it into compliance with federal regulations. An explosion occurs, apparently as the result of residual fuel vapours. One worker situated inside the tank is killed, and the other receives second and third degree burns on 65% of his body.
