Accidental pollution of a municipal treatment plant was noted when a green colour appeared in all of the basins at the waste-water treatment plant. A criminal discharge of a mixture of fluorescein and a fluorescent substance for revealing cracks in boiler equipment was responsible for the pollution. The treatment plant’s discharge into the natural environment was stopped. The drinking water pumping station was also shut down, and the drinking water supply was provided by another supply network. The local authorities and government departments (DDAS (Departmental Directorates for Health and Social Affairs), DDE (Departmental Directorate for Equipment), the DRIRE (Regional Directorates for Industry, Research and the Environment), Prefecture) were notified. The population was warned of the restriction on the use of tap water (consumption, showers and brushing teeth). A bottled water supply platform was requisitioned to supply the two municipalities. A legal investigation is being carried out. The inspection authorities for classified facilities have drawn up a report establishing the facts. Two days after the start of the alert, the results from the analyses made on the water showed that it complied with the standards in force. The restriction on consumption was lifted. However, the health authorities have maintained their vigilance in order to prevent any further accidental pollution and to reinforce the protection and securing of drinking water structures within the framework of the “Vigipirate” water plan. The regular and heightened monitoring of any variation in the level of residual chlorine and of other chemical and microbiological parameters will help to improve the prevention of any health risk relating to water quality.
